The Employer Boundary Drives the Count
Ebay Inc. is the largest filing name, but the full public footprint depends on combining the affiliated employer rows used for this page.
The peak year in the full-year series is FY2021, with 1,467 filings. FY2026 currently shows 123 rows and should be read as a partial-year value, not as a final decline.
This site no longer charts H-1B filings as a share of workforce. The ratio can blur U.S. employees, global employees, contractors, and offshore delivery headcount into one denominator.

Workforce Context, Kept in Bounds
In 2026 eBay filed WARN notices covering 639 U.S. employees while applying for 429 H-1B positions in the first half of fiscal 2026, 69 in the first quarter and 360 in the second. American Bazaar reported the overlap on June 16, 2026 and the company faced public scrutiny over it. This followed roughly 1,000 job cuts in early 2024, about 9% of the workforce, and another 800 announced worldwide in February 2026. eBay is also classified as an employer whose workforce is at least 15% H-1B by aggregator tracking. Layoffs and visa filings are both public records; put side by side, they answer the labor-shortage claim on their own.
The public workforce story belongs next to the filing volume, but it does not turn every LCA into a replacement claim.
eBay has not confirmed role or location overlap between the WARN notices and the visa filings. The counts here come from WARN filings and public DOL records.
